In order to ensure the smooth progress of various large-scale activities organized by the college, combining the characteristics of large-scale activities with large scale and large number of personnel, and drawing on the experience of large-scale activities organized by cities in other regions, a special large-scale event security leading work Department has been set up。The department consists of four groups: rostrum security group, inside security group, auditorium security group, outside security group。And for possible emergencies, formulate emergency response plans as follows:

First, due to the limited audience capacity of the stand, it is unable to meet the needs of more people to watch large-scale activities, there may be a small number of uncivilized audience to attack the entrance or climb over the wall, or even damage public facilities。

Disposal method:                   

1Set up a police cordon with a soft rope at the entrance, carefully organize the orderly admission of ticketed spectators, and prevent a small number of people without tickets from storming the entrance。

2Select and assign security cadres with a strong sense of responsibility to form off-site security teams to guard facilities such as walls and protective nets。Timely stop those who forcibly climb over the wall;Criticize and educate those who deliberately destroy facilities, and if the circumstances are serious, forcibly turn them over to public security organs。

2. During the activity, the audience may be dissatisfied with an activity, and they may heckle or even throw objects into the arena, or a small number of excited audience may rush into the arena, causing chaos。

Disposal method:

1The staff of the security group in the audience should do a good job of persuading this part of the audience as soon as possible to stop the behavior of throwing objects。Be a civilized audience, stabilize the emotions of the majority of the audience, consciously maintain the order of the audience seat, and ensure the smooth progress of the activity。

2The on-duty security personnel should stick to the passageways and isolation fences, prohibit non-active personnel and on-site service personnel from entering the event venue, and dissuade the audience who wants to rush into the event venue;Resolute measures should be taken against the "spectators" who make trouble in the field and take them away from the event venue。

3When the activity cannot be carried out due to the disturbance of the "audience", the duty personnel of the security groups in the stadium shall be responsible for guarding the safety of the personnel in their respective responsibility areas, and evacuate in an orderly manner according to the evacuation route prepared in advance。Off-site security personnel on duty should strictly prevent "spectators" from engaging in disruptive activities outside the site, and take decisive measures to stop personnel who smash cars and damage facilities。

3. At the end of the event, if it is found that the audience is dissatisfied with the results of the event, there is a quarrel, resulting in Shouting, throwing sundries, stones, fighting and other events。

Disposal method:

Once this common audience disturbance occurs, the security team in the stadium should quickly mobilize police forces to form a human wall between the two sides of the conflict and isolate them。For the audience who do not listen to the dissuasion, measures should be taken to stop or take away from the scene to quickly quell the riot。The security team should pay attention to protecting the actors or athletes who participate in the activity to evacuate the activity site。

Fourth, closely monitor the behavior of the audience who is prone to extreme, to prevent them from burning items in the audience。要严防“法轮功”人员借机散发传单或点火自焚的恶性事件发生。

Disposal method:

The behavior of the extreme audience should be resolutely stopped, and its flammable materials should be confiscated。一旦发生散发“法轮功”传单人员，要立即报告活动现场保卫部领导，并采取措施将其抓获；对自焚的恶性案件，及时用准备好的灭火器扑救，并做好观众的稳定工作。

V. Vehicles that come to the College to watch large-scale activities shall be arranged to park in a smooth place without affecting the traffic order of the college。

Disposal method:

1The vehicles of leaders, guests and spectators shall get off outside the set police cordon. After the guests get off, the vehicle command personnel shall guide the vehicles to park in an orderly manner。

2In order to ensure vehicle safety, personnel with a strong sense of responsibility should be assigned to guard the vehicle at the parking point。
